It takes a bit of both i think. Some people are just naturally good at noticing changes in the face, others can just let others open up to them.

Sometimes it's what isn't said.

I find I can tell exactly what people i am close to are thinking without verbal communication.

Strangers are a more fun but less reliable game.

Many people are well trained in covering their true feelings with expressions. Fake smiling is more and more common, I think.
How often are your smiles truly heartfelt?

No. I have never found soemones eyes very revealing. I look into someones eyes and all I see is a round eyeball with color. People says the eyes are the window to the soul, but I have never looked at someone and seen their soul or anything else for that matter. Nothing is more important than conversation. Even minimal conversation is better than staring at someones pupils.

Eyes and their expressions are indeed an indicator to the person's nature and personality but it can be the single reliable source of knowing about the person. If the person is not directly looking at you, avoiding your stright looks and has shifting eyes, it is likely that the person is hesitant and unsure of himself. It is the same way as non-verbal communication to draw inferences from. Some people have a blank look or some kind of smoke screen and hide their feelings behind that. It is an interesting way to study human behaviour though.

Widely accepted fact that body language constitutes about 70 % of communication, and words just around 10 % or so, and eye is the most expressive of body language.

No, some people have lazy eyes or are blind, therefore a converstion is more reliable, unless the person can not converse, in which case a game of slap hands will let you know all about them.

Words are merely words! Body language (eyes and facial expressions included), if you are good at telling them, reveals the true self, and speaks louder than the words.

I think that eyes are the mirror to the person`s soul so they describe the purity and the sincerity of the person,for example some people`s eyes describe thier state of mind and thier emotional state so they have very clear eyes but some have dead eyes that say nothing about them

Yes, indeed it is true.
Even if eyes and expressions may have less potential to convey than words, they always convey the truth whereas spoken words hide more truths than reveal them, more so when it is about the speaker him/herself.

Good question - it now makes me wonder how blind people either reveal themselves or understand others.

not for everyone. some people can tell a lot about a person by simply making eye contact. others would know a stare down if it looked them in the eyes.
