Not necessarily. People break up and are still in love a lot.
I think that's why they get back together. I think when love really ends it's not coming back, or maybe it wasn't there in the first place. Or sometimes, like you said, falling in and out of love. What a rollercoaster...

No. Although it takes time to fall in love, it doesn't hurt. Whenever you nreak up, it takes a longer amount of time to fall out of love. Then you also have to deal with the physical undescribable pain associated with it. I'd rather fall in love any day than fall out of love at all.

and usually causes the end of the relationship..
