There are different areas of achievement -
- Spiritual
- Physical
- Psychological/Emotional
- Financial
- Social
Beginning from the bottom (deliberately, for spiritual achievement is the highest in all realms), I would say the highest level is as follows:
- Social: You know every human being on the earth; and they know you.
- Financial: You amass the highest wealth in the world, equal to the next hundred person's wealths combined.
- Psychological / Emotional: You have conquered your emotions, and become a "Stith-pragya" (a term in spirituality).
- Physical: You are able to perform supernatural physical feats - like lifting a mountain on your small finger, for example.
- Spiritual: This is the highest achievement in all realms. Human body has six chakras. The "Muladhara" is the base chakra, or entry point for human incarnation. After reaching the sixth chakra, a person exits through the "gateway" represented by the "Sahasrar", to enter the base chakra of a higher existence. When you do that, all the other areas appear childish.

The HUMAN has a vast spectrum potentially. Because of devolapment from a single cell to this stage, the accumulated imprints, on soul and the knowledge gained is too much. And because of this and his wisdom(?) he/she can become an animal as well as saint also. This can go extreme in any direction in every field.
This can be the highest level. And do not forget that this highest level is always increasing. We can only hope that this increases in a direction useful for the Human and not in destructive direction.
I think only MEDITATION can achive this difference

Depends, in D&D, it's an open system, with some limits due to racial limits, and sometimes class. Rolemaster is also open-ended, but D&D was really meant to end, or at least change campaign at 12th.
Gurps and the Hero system, don't have any levels at all...
See, it all depends on the framework that you're working with, so in what system?
