Answer. If you are getting paid to do a job and you are doing your own thing on the Internet yes good advise would be not to be on the Internet.
If you didn't know. Companies can fire employees for miss use of the Internet and or not work.
If I remember you asked a question about not being able to do your job and school work. I can see this is the reason your not doing well at work.
Get to work and stop stealing from the company. Your stealing time by accepting a paycheck for when your not working.

Yes if your office doesnt allow Internet use. I know I use the Internet all day at work but I cant go on personal sites. They have this rule for a reason some people have even looked at porn sites while at work. I work for a large company and hackers or a virus might threatening the systems. Its not worth me losing my job so I wait until I leave work.

It depends on if you can do your work and do enternet at the same time, if you are caught up or not and if it effects your abilities at your job. Sounds like you have issues you would just like to work out and sometimes issues need to be worked out first before you can preform your job better.

depends on where you work. I'm a nanny so I'm online while the kids watch tv or eat and sleep and their parents don't care. I limit my time though, so the kids aren't watching tv all day either. See if there are any rules about it before you spend too much time online.

It all depends if your Employer is monitoring your Internet usage!(And what is written in Your Contract of work with regards to Internet access)
And If you are accessing sites that your Employer finds distasteful!

its generally a good rule to stay off the net at work (for personal use anyway), I think your boss may say something along the lines of we dont pay you money to blah blah blah. If however you a person who thinks works over rated anyway I'd say go for it.
