I don't know about the actual price of crack, but I doubt you can get any heroin or crack methamphetamines for a dollar. They expect they will buy a sandwich. I have heard stories where people who were sitting with a cardboard sign that reads: "Will work for food or money" will be approached by someone offering to let them work, and they say "Leave this spot? No way? Do you know how much money I can make by staying right here?".
Panhandling is illegal in most states. Offer to take them for a cup of coffee and a sndwich if you have time. See what they say.
