I guess you are saying he is making unwanted personal advances. If this is the case, you need to act right way to get this in writing.
First, send an email to this man and state the specific behaviors that you wish him to stop. Make sure your message includes the words "stop immediately" and drop all cutesy talk such as "I like you as a brother or as a friend".
Second forward the message you send to your supervisor and let him/her know that you are attempting to handle this on your own, but are now putting the problem on record. Let the supervisor know that you will write again if the behavior continues. If this man is your supervisor, write to his supervisor.
Third, stick to your message which is "No" and "Stop" and consistently report and further unwanted personal advances.
It is very important that you NOT continue to use words such as "I like you, but...". He hears the first part, but not the second - that's human nature. You may not realize it but talking like that and acting shy or coy is encouraging his hopes.
If you act now to make it clear, you will still be able to work together in the future assuming this is a normal guy. If you don't, there could be a big blow up. Either way, once you go on record, your company probably has an obligation (it absolutely does if you are in the US) to help you put a stop to this.

Maybe he is not hearing you because of the way you talk. If you write the same way that you talk , that would be the reason. I could barely understand what you were trying to say. (tip) There is a check spelling right above every paragraph box for your convenience you should really think about using it.

If he is your colleague and he is bothering you despite repeated requests from you to stop, report him to management. It's up to your superiors to maintain a harassment-free workplace.
And, just out of curiosity: why would you want to be friends with this moron anyway?

obviously it's someone from a foreign country that is still working on english what is happening is sexual harassment in the workplace and here that's totaly unacceptable over there it might depend on the country
