Put a large black sheet over the horse, over the top of the saddle so your daughters backside keeps it on, or use a surcingle to keep it in place (practice without the child on board first to get the horse used to it) and get some of those flashing horns on a headband and put it on the horses headpiece. Fake blood (esp if it is grey) would look good smeared on the horse too. For your daughter, a witchy type costume.

How about getting the spray for hair in white and making the horse into a zebra. You're little girl could be Jane of the Jungle. For other ideas do a google search for 'cows on parade'. These are collectible cows which have been done by artists from around the world. They are costumed/painted. If you don't get any ideas from that I'd be surprised.

Turn the horse into a "My Little Pony" by using people makup or temp colored hairspray and making a design on the rump like a flower or rainbow or something. You could also tie some colorful ribbons in the horses hair. You're daughter could be a princess that matches her My Little Pony.
The less things you have to put on the horse, the better.

Why not go for the Indian theme, should be easy enough, for the girl there should be ready made costumes...
For the horse, maybe you could paint him with hand prints and so on...
I am not sure which paint you could use though, something non toxic and easy to remove (after all the horse does not want permanent hand prints on it) - try poster paint, it is designed for nursery kids, so it should be ok for just about anything, though check the back first...

A friend had to do this a few years back and they both went as clowns, at my suggestion.
You can go to town on your daughter and do as much as the horse will allow - bows in the mane and tail, coloured saddle cloth, ribbons around the hooves to splashes of colour

Plait the horses mane and tail with purple and balck ribbon tie ribbons to the reins aswell. Paint halloween designs on your daughters face pumpkins,stars,moons,brooms...

Um, spray the horse orange & black - or at least its hair!
Or, make a blanket with lots of spiders & other creepy-crawlies stuck/sewn on to just place over the horse (less traumatic I expect).

You should immediately organise a mass demonstration and picket outside the stables, in protest at this planned public humiliation of an innocent and vulnerable living being (the horse, that is, not your daughter). It might help if you can dig up and hide the body of a deceased relative of the stables owner. These guys can advise you further.....
