There could be potential for power line breakage, tripping of vacuum circuit breakers, loss of life from electrocution... I am not a HV electrician, otherwise would try to help more...

SHORT CIRCUIT BREAKER WILL BREAK CURRENT WILL BE DISCONNECTED. FOR A FEW SECONDS THERE WILL BE SPARKS. IF ANY FLAMMABLE MATERIAL IS IN ITS PROXIMITY, IT CAN CATCH FIRE.
