If you think there is sometime illegal going on on the internet, you contact your local police department. There isn't an "internet police", but some agencies have a Computer Crimes department.

There is no official internet police. If regular law enforcement wanted to contact you, it would not be by email. Expect a knock on your door. My guess is that you are being scammed.

Your local police department has an officer that handles internet scams by suspected pedofiles, etc. If it is business related contact the Attorney General in your state and they will handle it. If it is for ebay or paypal forward it to spoof@ebay.com or spoof@paypal.com.
