As i understand it, HD is all about TV screens having higher resolution so am i right in thinking if i download a video from the link below it will play on my 19" TFT monitor at 1024x768 and i'll be viewing HD as i would on an HDTV? Or do you need a specifically built HD monitor?

I've seen some HD you see in shops and i was a bit dissapointed after all the hype, just looked a little clearer to me but i'm not sure if the shop had it set up right as there are hardly any HD players around until Blu Ray hits the streets

No only Digital monitors are HD compliant. Normal TFT and CRT monitors have a serial connection which is analogue. You need to make sure that you have a graphics card with the appropriate connection too. Most now have the both connectors on them so it should be easy to figure out. For the PC this would produce a better quality image on screen for games etc to play HD or blue ray dvd's you would also need to invest in the appropriate DVD player for the pc which aren't very cheap at the moment.

hd is a format in which both the video being viewed must be filmed in hd and additionally the monitor and or TV must be specifically made to show hd format video. The answer to your question is no, not all monitors made today are hd capable and the reason for that is monitors are made in different price ranges and as you can imagine the more budget conscious person is less apt to spend top dollar on a hd monitor .

No - HDTV uses a different screenformat and indeed a higher resolution, but this doesn't mean you'll be able to view HDTV on your PC - and if you want to watch HDTV DVD, easier and cheaper to buy a player for you TV than special hardware for your PC.
