i think you are a bit confussed
the conversion of mass into energy and that of energy into mass was firstly given by Eienstein which was shown by the equation
E = mc^2
this tells that the energy(E) given out is equal to the product of the mass lost and square of the velocity of light
i also got a bit confussed when you asked that newton said energy can converted into mass and mass can be converted into energy

i can answer this .....
this is happening in the nuclear reactors and the stars
first: mass into energy
in nuclear reactors(fission reactors) a heavy atom is split into lighter nuclei to which gives out lot of energy
second: energy into mass
this is happening in stars.. the nuclear fusion reaction. light weight nuclei are fused under special conditions to give heavier atom.. in order to fuse u need to supply high energy
and to mention in special both these conversions follow Einstein's equations i.e E=(MC)^2
