They have been given an enry even after the closing date for Subscribing entry to f1 in early 2006. Then in races, their performance was pretty low. Atleast one of the 2 drivers were going to garage in the mid-race. The other actually claiming the last spot possible or he will retire mid-way!

They actually announced their intention to race late 2005 after Honda confirmed that Sato would play no part in their plans for 2006. This caused uproar in Japan, and a backlash against Honda Products, so Honda put the money behind the team, getting ex-Driver Aguri Suzuki to spearhead the Team. They were allowed to race after they failed to make the deposit in time as all of the other teams signed an agreement to say they could.

They have been slow all season because the chassis is a four year old Arrows car, and although they have updated the Aerodynamics all year, it is still the same old car. Next year may be different as they will probably be using a slightly altered version of this year's Honda Chassis, in the same way that this year's Toro Rosso car is basically last year's Red Bull Racing car with a few minor alterations. Plus they have all but confirmed Anthony Davidson for the second seat alongside Sato, so expect them to move up the field.

I believe they got their entry in in time. The only doubt was whether they could get the team ready in time.
Yes, they have been pretty slow and unreliable, but they have improved considerably since they got their own car a couple of races ago. Before that they were using the old Arrows car. There is an incredible amount of work to get a F1 team running.
David Richards has already been working for a long tine to get the Prodrive team ready for 2008!

They did submit their entry before the deadline, then resubmitted it once it was rejected by the FIA, but after the deadline. Because they paid the 48 million $ tax to enter the championship and they got the agreement by the other 10 teams, they got the entry in late December. It was Aguri Suzuki and Takuma Sato's Christmas present.

Reliability-wise, Williams aren't that much better than Super Aguri....9 retirements for Webber, 8 for Rosberg
