You can access pop-up blocking controls through IE's >tools>Pop-Up Blocker>Pop-Up blocker settings menu. If you REALLY have to shut pop-ups down, you may turn your browsers security to high through Tools>Internet Options>Security>High but you may lose some functionality since your computer won't be able to accept cookies or downloads either.
Also, some software called firewalls have pop-up blocking features though the free versions may not have the pop-up blocking portions available.

First you need to find out what virus/spyware is casuing your popups. You need to clean up your hard drive with a spyware and adaware program that inspects your computer. Then install either yahoo popup blocker or googles. If you still can't find what is causing the pop ups then a deeper inspection into the programs and processes running or reformat your hard drive with a FRESH install, then make sure all your Windows OS and software is TOTALLY up to date. Use the above popup blockers along with adaware, spyware, and antivirus to help to try to keep your computer safe.

Toolbars can be really annoying, which is why the newest version of Internet Explorer has it's own pop-up blocker. To turn it on, go to Tools -> Options. Go to the "Privacy" tab and tick "Block Popups".
Alternatively, you can download Mozilla Firefox from http://www.getfirefox.com, which is a better browser all together, which has this setting selected by default, as well as being more secure and following more web standards.

Buy a pop-up stopper.
I was sick and tired of popups, then one day I saw a cd with popup stopping software in our main post office and bought it. It worked like a charm! Well, better than a charm but you know what I mean. It was very cheap as well.
If you're in the UK, have a look in your local post office, see if they still sell them.

I use McAfee Security. Haven't seen a pop up in years. It costs about $29.00 a year and will keep your computer virus free.

Really you need to look into your contol panel and in add and remove software.
You could have a virius, apart from that you might need a pop up blocker software.
