Use an image editing program like GIMP (free), Paint Shop Pro or Photoshop Elements. Other programs like VuePrint and IrfanView also can perform cropping and pixel resizing.

Go to View- tollbars- add the picture toolbar. There u can see a button " Crop" . With this u can do what u intend to do.

You need to use some kind of image editing software. I use ACDSee, but I'm sure there are free ones around. Check www.downloads.com
