Firstly David Tennant is to be The Dr for 2 series, possibly more, as he is a very popular character. People relate to him more as the doctor then they have done with previous actors.
With regards to there being a woman, it is possible for a woman to play as the Dr as when he dies he regenerates into another from, he may come back as a female, however the oddidy is how the Dr never changes into an alien life form, like has been said in previous episodes that he has.
However for a woman to play the part of the Dr would slightly destroy the image of Dr Who as it is a character that was created to empower men more so then women as the Dr is the hero every episode, while the woman, whomever it may be is generallt the one in distress or slightly less focused upon then that of the male dominance of the show.

WELSH Doctor Who writer Russell T Davies says he wouldn't let a woman become the next Time Lord - never in a million years!
Davies spoke for the first time last night following Christopher Eccleston's shock decision to quit the new BBC1 hit sci-fi show after the first episode.
Asked if he would allow a female actor to become the next Doctor, Davies said: "Nah! Imagine having to explain that one to your kids - that Doctor Who has lost his willy!"
Eccleston, who begged BBC bosses to let him become the ninth Doctor, quit over fears of becoming typecast.
But last night, Davies said the BBC always knew of Eccleston's intention but the announcement was not supposed to be made until the end of the 13-part series.

I would like to think that there could be a woman in that role. Not sure how they would explain the fact the they have regenerated as a woman from a man though.
