As almost any land in the medeival times was controlled by kings or feudal lords. "Tsar" is the Russian for "king"

Because its just another word for "king" but more russian... just the name for a leading position. Like president, chausellor, queen and so on.

Tsar:
- A king, ruler, or emperor who had absolute authority over his or her people and land. In this case, it is used as the title for the Russian ruler. The name is also used by the Greeks (Caesar) and the Germans (Kaiser).
