You're not supposed to lose the foreskin, it doesn't disappear because it's a part of the penis. When you retract it it's supposed to roll back and bunch up as like part of the penis shaft and the glans (penis head) is completely visible. It's hard to describe but you can search for some pics online if you're still confused.

If it hurts to retract then don't, you don't want to force it. Since it seems that you can masturbate fine you probably don't have any adhesions, but that your foreskin opening might be a bit small. This is called phimosis and is easily resolved in most cases with stretching exercises.

What you do is take two fingers and stretch the foreskin opening as far as it'll go without pain (like increasing the radius) by hooking a finger on either side of the opening. Again it's a little hard to describe but you get the idea. Do this for a few minutes each day and usually after a few weeks it should be large enough for you to pull back without any problems. If this doesn't work there are prescription creams that're supposed to help. If that doesn't work there are still many other options before a circumcision should be considered. Disregard anyone who suggests a circumcision outright as that's probably not what you want as a first, second, or third choice.

if your foreskin is still adhered to your glans and you are not yet in puberty then just give it time; it will detach naturally. And if you are into puberty then take it really slow and easy. Each day in the shower make sure you clean as thoroughly as possible and try to retract just a wee bit more than you did last week. The warm water and repeated light pulling will loosen things up nicely.
As to thos eho say circumcision is the only way to go in such a case, they should see how much force is used on a baby to retract hsi foreskin so they can circumcise him. Given the foreskin is naturally adhered to the glans to protect it, it takes a lot of pulling and causes a lot of pain. Of course since this was doen to them at birth they no longer remember the agony and believe all boys should have it done. Reality is though that the majority of guys in the world are intact and other than some minor problems, the intact majority get along quite nicely as they are. Though in the US where circumcision is widely practiced, very few have any knowledge or experience with foreskin so they can only speak from what they know of their own penises.

Circumcision is not an option for a baby boy. It is an indication that the information of naturally raising a child has been displaced by those who promote circumcision as a way of avoiding being a responsible parent. With 80% of the world intact, natural, as they were born, it is only in America that parents are not taking the time to tell their sons how to care for an intact penis. Essentially, there is no care required. Many guys who write in about a tight foreskin are only rushing the natural retraction process a bit, because they think they have to be able to retract from an early age. Again, another negative effect of a misinformed circumcising culture. The foreskin does not have to retract at all, and in most cases, it does retract on its own by later in the teenage years.

cut it off with nose hair trimmers scissors
have plenty of gauze to soak up all the blood
sew it back together at the tip, and wrap tightly with first aid tape.
Swallow the piece of foreskin u cut off to ensure fertlility in future years.

You don't, they stay ugly like that for ever. If it bothers you so much, talk to your folks and get yourself circumsized.
