When files are deleted from the recycle bin, Windows just stores them on a different part of the disk waiting for those files to be overwritten. They don't go anywhere at all.
To free up disk space use a secure file deletion utility like CCleaner -it's free
http://www.ccleaner.com/
The site has a tutorial showing you how to use it; set deletion to secure-1 pass. It should look like this:

You can also wipe the unused area of the disk where previously deleted files are kept. Use Eraser for this - also free

The home page has helpful advice and tutorials. Please make sure you read them.

It depends on the size of the files that you have deleted. The HD space is measured in GB (2^30 B) but files are usually in KB (2^10=1024 B) or MB (2^20 B). This means that in order to see a significant change you have to delete a LOT of files.

On that note, deleting programs doesn't always make a difference, deleting games is your best bet in freeing space.

Try deleting the files out of the Recycle bin.

It may be the types of files you're deleting. Documents don't take up much space as opposed to jpeg files. It's really programs being uninstalled which is the meat & potatos of freeing up space. Also, you're average mp3 song is about 4mb so you could back up some music onto CD and free some space.

Perhaps the files that you are deleting occupies only very little hard disk space and therefore when you delete them it doesn't make much difference to the space freed up! Try using "Disk Clean up" function.

GOOD LUCK!
