First things first your tank is about 3 1/2 in length, so it can have at max 30gal of water, hence you may require a large tank(maybe 50-120gal) to pet arowana.
They r hardy fish can live in all waters so what u got to do is maintain certain environmental conditions(for any arowana in general):
Hardness: 8-12° dGH
PH: 6.5 to 7.0
Temp: (75-86° F) 24-30° C
The only thing u can bother about is feeding, live meal is more prefered by it.
Now the best advice for u is take a small arowana about 5-8" keep it in ur present aquarium and when it grows u can transfer to a larger aquarium later.
By the way u can keep any fish in any region of the world, it is that u should have proper equipment and suitable environmental conditions for that fish.Details for the equipment can be had from eBay,amazon & many other sites which can ship the equipment to India.
Much info about care & feeding the arowana can be had from:

Tank Conditions: 75-86°F; pH 6.9-7.1; KH 1-10
Hardness - softer is better, 50 ppm
Temperature-around 80F to 82F most common
Water Changes - 25% to 50% weekly is essential. Arowana seem to be more sensitive to high nitrites than other fish. Never conduct a 100% change in water, as Arowana are very sensitive to Chlorine and other chemicals/medications. Some advocate water conditioner to de-chlorinate new water others don’t.
Water Conditioners - Peat is used by many to soften water. Others recommend trace elements additives like Instant Amazon, Amazon Extract, Waters of the World, and mira vit are some of your choices. (Vitamin additives are covered in the food section)
Aquarium Salt may also help reduce stress and give the fish important enzymes when used as directed for a fresh water tank. Commonly 1 tablespoon per 10 gallons.
An Arowana can easily grow to 24 inches and larger in an aquarium. You can get by with a 20 gallon long for the first two or three months if your buy a baby Arowana and some veterans even suggest starting with a smaller tank until the fish feels more secure. Beware that if your fish is left in too small of tank for too long a spinal curvature can occur and once it has a full recovery is not possible.

This tank is not nearly big enough the fish will get about the same size. They live in fresh water and are difficult to maintain.

no, all arowanas will get big(silver, blue, red, green, black, jardini, african)

for a peral arowana, what are u talking about? probably jardini, a very aggressive arowana who will kill everything added to the tank, including other arowanas.

i did hear of asian arowana being called peral, but they are illigal.

arowanas will probably get to 40+ inches, so a 200 gallon tank is needed.
