She says that even if she is touched anywhere she doesnt feels anything. I have touched her everywhere but nothing seems to turn her on! she had the same feeling with her ex.

Most likely tho not a definite--ask her if she was abused early on in life.
Many women that were abused sexually report a kind of lack of association physically with the lower part of their body.
Just ask. If she needs help, there's plenty available. Oh and being very kind to her.

take her to a doctor first then if nothing is physically wrong then keep trying different things to turn her on. you will eventually find what she likes.

She has psychological issues. Possibly had been raped or had some kind of trama in her past. She may never be normal.
