Never heard of any community or religion but there might exist some community, Probably in India or somewhere lol ...

The Hawaiian royal family required the brother and sister to amrry and procreate, in order to keep the royal lineage pure. Of course, the royal were thought to be alui, or gods. And to marry a mortal would result in mortal royals, not cool in the god department. So too did the Ancient Egyptians, for the same reason.
I would think in some aboriginal or native cultures it is still permitted, for the ruling family only, for that very reason.

If there is, I have never heard of it.
I believe that marriage between direct brothers and sisters is illegal in most, if not all 50 states in the U.S. because it would fall under the illegal incest laws of America.
Having children between brother and sister would cause major birth defects in any offspring that may occur. From mental retardation to physical deformities, marriage between siblings is looked down upon in the United States.

What is not so surprising is that incest is illegal in almost every culture and time.
What is interesting is that incest, itself, is ubiquitous.
But then again, we're not talking about incest. (Why did I and so many others think of incest?) We're just talking marriage, right? Sounds okay to me. I know of no religions which forbid it if they don't know. (And it really sounds like none of their business to me. Unless they're in some type of business.)

I don't know if its permitted but I'm sure people do it anyway. They live in West Virginia.
