End of October tends to refer to the end of autumn, though suppose you could make the argument end of November.

If winter starts on 12/21, then the end of autumn would be very late november and december

Technically it would be 20th December if in the UK, i.e. the date before winter officially starts. That may not have been the intention of whoever asked you and if I were you I would do it by the end of November.
