but never one around when you're car has actually broken down?

Because they patrol the no parking zones, and get some sort of bounty or a cut of the fee you pay when your car is towed for parking illegally. (Otherwise, who would tow illegally parked cars?)

Yeah, I've noticed that. Maybe it's because you've broken a law, and the tow company knows that the police will make you pay them. They're in cahoots with the cops, anyway.
