Especially places like Mexico City and Columbia are good because their accents are easily understood. If you are an American who goes to Spain you will learn to speak with a Spanish accent and use the vostotros form when conjugating verbs (like you'll be saying y'all ___), while in most of Latin America they don't use that form.
If you are European and what to speak to Spaniards in the future, go to Spain and enjoy it. It is a beautiful country. However, there are heavy accents and a lot of English speakers, so many of my friends came back from Spain knowing very little Spanish, but came back from Mexico fluent.

I suggest South America. Spain has a different type of Spanish that they study, plus they are isolated from the rest of the Spanish-Speaking world. They are close to France and hence French and Spanish might intermingle.
But keep in mind that South America also offers different types of Spanish dialects and also recieves influence from USA English and Portugese.

I'd go to Spain, just as I'd study French in France. I'd want to learn from the country where the language originated.
Yet it might be cheaper to learn in South America.
It depends on your goals and resources. If you're doing this for business or scholarship, go to Spain. If you work in a social services, health care or school, South America might be better since the people in the US who use Spanish speak Spanish more like South American Spanish.

It depends on where you are, what part of the world you're more interested in seeing, and of how much you are willing to spend. Really, gramatically and languagewise, there is no significant difference, and the whole idea that proper Spanish is only spoken in Spain is ludicrous. That is just like believing that the only place where one can learn proper English is England.
A well-reputed language school will help you learn the language regardless of where you go.

You're better off in Spain or Mexico. If you go to South America, you get into less common versions of Spanish, as well as Portuguese and its variations.
Either way, make sure you don't go with other gringos, or you'll spend all your time hanging out with them and speaking English.
