Anyone can confirm that if a web page has more than 3 adsense content ads would be infringing Google's TOS.

I read in Google's TOS, that a site can have not more than 3 adsense content ads and 1 text link ad. But then I saw so many web pages with more than what is allowed. Any answer ?

You read the TOS and saw the answer why do you ask this question? Just cuz you found someone in violation means absolutely nothing.

Yes, that would be violating TOS. Those sites you saw will probably get banned soon. ;)
