There is the possiblity t could be swim bladder problems, but other things can this as well such as bactrial infections. I would say seek some expert help and delve a bit deeper into the problem. Sometimes the WQ can cause a imbalance along with the food being fed. High Nitrates can be a real pita to sensitive fish and Wheat / soy based foods can be changed over to Gel foods. But first it needs to be determined if there is a bacterial infection or something going on..

Try GAB or Koivet!

Usually when a fish starts to sink and stay down at the bottom, or float with the head pointed toward the bottom of the tank, it is suffering from bladder trouble. When this happens there is nothing that can be done, as it won't be long after you will have to remove it from the tank. I was told the humane way to discard a fish of this nature is to place in a bowl of water and put into the freezer. This way the fish is still in water and the dropping of the temperature will allow him / her to slow it's breathing to the point where it will pass on comfortably.

Try doing a water change and see if he perks up. Change about 25%, and do it every week. Could just be from poor water conditions stressing him.

It sounds like a problem with its air bladder. It will probably die soon, so be prepared to get a new fish.
