Modern Prisons are pretty Spartan to begin with. If we make it worse then we aren't really increasing their punishment much, having to be in jail and all the other problems with being in jail is tough enough. If we cut down on the few luxuries that they have then will be harder to control.
The few luxuries like a TV or a basketball and a court to play it on help them get through the day. But, they can only play basketball when the guards let them, and they can only watch TV when the guards let them, they don't have cable, and they have to watch what channel the guards want to watch. They also can't stay up late to watch TV. So it is not that easy for them.
When a prisoner misbehaves they can lose privileges, like access to some of those luxuries, or the chance to go outside. If you have a mass murder that has killed 25 people and he is sentenced to 475 years, then it is going to be hard to find something to punish him with. What are you going to do tack on another 20 years? However, taking away his TV privileges may bother him. It seems minor, but when you have lost your freedom and almost everything else the little stuff can be important.
An Arizona Sheriff has taken your idea to extremes. His prisoners live in tents in the desert, they don’t have the comfort of jail cells. When he took away their TV privileges, until a judge ruled against him. So the Sheriff now tapes stories that he reads to the prisoners and shows them to the prisoners at night. He feeds them things like baloney sandwiches, no hot food for them. But, still people commit crimes in his jurisdiction. Years ago the Chain Gang system was ended, because it was found out that NONE of the prisoners survived to see the end of their terms. This sheriff has re-established Chain Gangs and even allows women on them. When his prisoners misbehave and lose what few privileges they have they can serve on the chain gang for a short time to get those privileges back. I have heard many reports on what the sheriff is doing, but I haven’t heard any reports on it dropping the crime rate. If that were true then system would become popular in other areas. The only advantage of this sheriff’s rules is that he runs a very cheap jail, saving taxpayers. At some point we have to treat the prisoners like humans and give them a little dignity.
The problem is with the really mean prisoners like those in Pelican Bay. They only get to outside one time a day, in a small room with no roof. They are ALWAYS kept in solitary so they can’t “exercise” with anyone else. They are kept in the cells the rest of the time, except to shower, which they have to do individually. They are even fed in their cells. So what do you do to an inmate that creates a paper crossbow and shoots a guard (and episode of the “Mythbusters” proved it can be done, and it has been tried)? Do you spank his hand? These same prisoners love to send notes to each other. They unravel their underwear to make strings and they use that to send things to each other. They can send cigarettes, decks of cards, and notes this way, and do it right in front of the guards. What can the guards do? If they take away the strings, then the inmates just sit down and unravel their sheets or another set of underwear. These people have almost no luxuries or privileges. They are locked up in such a strict spot because they are gang leaders or other people who will murder someone, just for giving them a bad look. But, still they do their best to ignore the rules.
How can you handle these people, and how do you prevent other prisoners getting that bad? The few luxuries and privileges that the prisoners do have make life more bearable for them and are a hold on some of them; a hold that you can use to discipline them with, by the threat of removing those privileges or luxuries.

yes, it doesn't seem right that prisons have so many amenities for the inmates while many decent, hardworking people are struggling to make ends meet.... prison is supposed to be a punishment, not a resort

Spartan???? Are you nuts? Their cells should be 4x6x8. They should be locked in there 23 hours a day. 1 hour for a meal and exercise. that's it. jail, punishment....get it????

hell NO!!!!!!!they are in prison and already our taxes pay to feed them3x's a day and shower and clothe them. i think they get too much now. what about the reason they are in there for?????what about the ones they hurt or killed ,,the families who are struggling to make it everyday while we are paying for them to live with no concerns now???/WHAT MORE DO YOU WANT.
