I would say Psychological would be the most potent of powers. For it is what a people believe in themselves that causes them to either rise up or surrender.

Hands down, psychological power is the most effective power. If you have an army of 20 men who would die passionately for home, family and country they could easily win victory over an army forced to fight by draft. By all rights the men in America who fought for this land in the revolutionary war should have lost to the much better trained and superior forces of the British army buy had much more psychological power because of their mind set and there in lies your greatest power.
It has been this way time and again through out history...
Viktor Frankl's most famous quote that kept him strong while in the concentration camps was this, and this says it all,
“The one thing you can’t take away from me is the way I choose to respond to what you do to me. The last of one’s freedoms is to choose ones attitude in any given circumstance.”

to have military power you must have economic power and to have economic power you must have psychological power, so military power is the most effective but you need one for the others, therefore you need all of them

psychological in my opinion. you can have the greatest military in the world but if they don't fight then there is no point. you can have the strongest economic power, but if another country suddenly just stops buying your imports then your economic power starts to decline.
psychological power, hey if i can change what you believe i control your body. if i control your mind i have completely control, IE cults, propaganda, religion etc.
if i control your mind i control everything about you, what you eat, what you do, where you go.

I know you dont have that option - but sex really calms everyones minds and frustration which means less anger in the world and this means less wars....
ever wondered why sportsmen dont get to sleep with their girls during crucial matches - as it soothes the neerves and you are not aggressive enough to kill on the grounds !!!
