If it was not God's plan to devise as such, then who made a huge nation like that next to a very tiny one? Why should Tuvalu not try expand as big as China, and why should China not expand until no other countries exist to make complaint about injustice? Until now all world's affairs are solved based on Conventions, so should the UN hold a global conference to make the world an earth country (to avoid war of invasion) and to make all provinces as small as Tuvalu (to observe justice)?

Nowadays, God seems to want us all to come together and live in harmony. Nations are forming groups like the European Union and NAFTA. But it has to be done gradually, so people get used to it step by step. Forcing nations to get on with one another doesn't work, it's like making two people share a room when they can't stand each other.
Centuries ago countries were all busy trying to expand at each other's expense. In AD600 there were lots of little kingdoms, some no bigger than a county, and they fought each other again and again and some (such as Elmet and Erging) were wiped out and merged into the conquering kingdom (Northumbria and Mercia repsectively). Then the winners fought each other. Bit like atennis tournament, but with real deaths. Gradually big countries like England and France emerged.

God didn't make countries. Countries are just imaginary lines on a piece of paper. The reason God mixed the languages, leading to the seperation of cultures, is so that we might have to put forth effort to understand each other, and therefore would work for and value the understanding more.

I think God intends the people of this earth to work out their own problems. In the end, only He will have judgment on all.
