Giving him more clear liquids may be helpful in loosening congestion. Since this has been going on for weeks, I would take him back to the doctor; if you have already done that, I would definitely get a second opinion. Babies that young usually heal very quickly; the fact that he is having so much trouble concerns me. Good luck!

Take him to a different doctor and get a second opinion. With your doctors ok first, you may try putting him in the bathroom after someone takes a shower. You could also put some Vicks Vaper Rub on his chest to see if this helps.

I had this problem with my daughter once. I ran the hot shower for like 10 minutes and got the bathroom extremely steamy. Then I (turned shower off of course) gave her a warm bath and that seemed to help.

If it has gone away in a couple of weeks seek another opinion.

Make sure he is drinking alot to make it easier to get that mucus out. Use a vaorizer with eucalyptis or menthal in it to help out at night time. Try Johnsons menthalated bath before bed time. I don't know if your baby will drink it but try warm tea ( like you would warm a bottle temp.) decaf or herbal with a bit of honey and or lemon to soothe him. I would buy a humidifier to run in your home with winter coming and the drier weather.
