I currently go to UIC and frankly the school almost unbearably crappy. I need to get out, where are some other schools in Chicago that are public?

UIC is the best public university in the Chicago area.
There are three other public universities. Governors State and Chicago State University are considered to be the two worst public universities in IL. CSU's average ACT is about an 18. It's located in the southside. Governors State actually only offers junior and senior undergrad. It is located in University Park. Northeastern Illinois University is slightly better than the other two, and it's said it has a decent education program. It's on the northside. A bit further out is Northern Illinois University in DeKalb. It rates a little lower than UIC.
As a UIC student, I don't find UIC that bad. It was a lot worse when I was a freshman in fall 2003 during the major budget crisis. Things have most assuredly improved. The financial crisis has lessened. If you think things are better at other schools, you are wrong. Every school has good and bad points. A lot of people, don't like the fact that UIC does not give into grade inflation, which I think is a good thing.
