You talked about a slow DLS connection on the computer so I’m assuming part of the speed problem is also Internet related?
Spyware would be the #1 thing I would look for. Even if you have a pop-up blocker, you could still be infected. Pop-up blockers just block the pop-ups but the programs creating the pop-ups could still be running in the background and using your computer resources and internet connection.
Be sure to look for Anti-spyware programs. Ad-Aware and SpyBot are among a couple popular ones. Go to http://www.download.com and do a search on there for plenty of free programs.
You can also test the connection by using the ‘ping’ command. If the results coming back from this show no problems, then you can at least narrow down where the problem isn’t.
Be sure you shut down any programs that use your Internet connection. For Windows, go to – Start -> Run -> type in CMD -> at the prompt type in “ping –t www.yahoo.com”
You should see a long list of numbers appear. The column where it says “time=” and then a number, reflects your connection speed to an extent. Depending on your Internet speed, this should be in the neighborhood of 10ms – 200ms. If you see these spike frequently to much higher numbers, it could indicate a program on your machine that is actively using

Do a search for a program called System Mechanic. You should be able to find a free trial version. Do all the functions, but don't try deleting any of the "duplicate files", unless you really know what you're doing. It also has a section that will show you any program that load when your system starts up. Disable any you don't recognize, then delete them. I've used System Mechanic along with AVG, Adaware, Sybot Search & Destroy (both of those miss things the other catches), Spyware Doctor, Registry Booster, and also occasionally scan for viruses and spyware online with Housecall at Trend Micro.
Yeah, I know that's a lot of stuff, but my PC runs like the lightning. I also never open attachments that come with emails or IMs, unless I'm sure who they're from. No one I know sends attachments with vague messages like "check this out" or "nude pics". You should especially avoid them. You might also want to consider whether the stuff you download comes from a reputable source (for example, music or program files).

1. Disable File Indexing
This indexing service gets info from files on the hard drive and creates a "searchable keyword index.
- If you don't use the XP search feature often to look for documents, you can turn this feature off, and the difference you'll notice is a slight increase in the time it takes for your computer to find a file, but an overall increase in general speed for everything else.
How to : From My Computer > right-click on the C: Drive > select Properties.
Uncheck "Allow Indexing Service to index this disk for fast file searching." Apply changes to "C: sub folders and files," and click OK.
2. Install some RAM
If you are running 128mb or 256mb of Ram, it's pretty cheap and easy to upgrade to 512mb. This is the only suggestion I will make that will actually cost money, but it's also the one that will best improve performance.
How to : Not sure how to install Ram, or even what kind you need ?

You could have many unnecessary programs launching when windows starts up.
Download Ad-aware and/or Spybot Search and Destroy
(spyware removers)
Click start and then run...
Type msconfig and hit enter. Lclick on the startup tab and compare the entries with the descriptions from this website. Take the x out of the box of anything that is not necessary. When you have gone thru the entire list of items starting up when you computer does, click ok and restart the computer. You can check the box that pops up after the restart that disables the warning.

You should remove programs that you dont use anymore.
Go to control panel, click on "add/remove programs." Go through the programs listed and see which ones you can delete. You'd be surprised how big these files are and how much space they can take up. Once you've deleted all the programs you no longer need, restart your pc. Hope that helps!
