get to your touchpad settings. Either rightclick on the icon in your task bar or go to your control panel and look for it, it sometimes is under your mouse settings.
Open up the window and disable the scroll features.

Some laptops are different, but if you right click on the touchpad icon by the clock you should be able to choose preferences from there and select the functions you want on and off.

Go to control panel, Mouse Properties, touch pad tab and disable the pad.
