We are talking about a develope country and about american who were under risk, is in part racist or not?

Well, I think it's because the government only knew of what's happening in New Orleans like a few days later and not right away, and so help wasn't able to arrive sooner. I think they should improve on that so that when something like that happen, the government can be made aware of it right away and sooner, so that help can arrive earlier. It is also kind of strange that people have to starve to death over there .... Are the foods in the stalls and markets there all being swept away and destroyed by the floods? I think that if there were helicopters in the sky around at that time, they should make the situation be known to the government right away and also try to get some foods and bring to the people there. I think the government maybe should start having helicopters in the sky to monitor things happening so that if something like that happen again, the helicopters would be able to let the government know right away via cell phones or something and also help to bring help faster by delivering the foods to the people in need there.. I think the government hasn't been very efficient in some things, such as these and also the health care system which can be improved, and so forth ......

USA has all the power and resources a develop country should have, what it lacked in my view is lack of strategic management in both the situations. Its not just about acting quickly, its about acting effectively and long term. I think it has failed to do so becuase it never could forsee the worst consequences and its crisis beforehand or manage to put up with the emergency situations like Katrina.

I wish all the best for the Katrina Victims and all praise to our soldiers. I just wish if we were able to handle both the situations effectively less damage could have been cuased than what it is as of today.

The people in Iraq have lived under the control of a horrible dictator. They were killed and tortured for no reason. This incident occured way before the huricane in New Orleans. If we pull out of Iraq because of the mess inNew Orleans, then I guess we can forget Katrina as soon as some other disater occurs. Also the huricane was God's judgement on the people and the way they were living.

The Orleans Levee Board is the body in charge of supervising the levee and floodwall system in Orleans Parish, Louisiana which is intended to protect New Orleans from flooding. Over the years the Board has also taken on various activities relating to land use on and around the levees.

The Orleans Levee Board is a major governmental entity that functions independently in and around Orleans Parish, Louisiana. Orleans Parish is coextensive with the city of New Orleans. The function of the agency is to protect the greater New Orleans area from flooding and to protect and operate the equipment placed and assigned for that purpose. The board has placed its imprimatur upon and asserted control over such things as far afield as casino gambling [1] and municipal recreational marinas, as these are tied to land use on and near the city's levees. Some critics of the board have charged its members with being more concerned with such lucrative subsidiary activities than with their primary assigned task.

On Tuesday, August 30, 2005 the Orleans Levee Board was at the center of the greatest crisis ever to face the City of New Orleans when in the aftermath of Hurricane Katrina multiple levee breaches in the Industrial Canal, 17th Street Canal, and London Avenue Canal resulted in the flooding of some 80% of the city. The resulting flood is believed to have caused over 1,000 deaths, destroyed or severely damaged homes, businesses, and property in the majority of the city, and contributed to the emergence of lawlessness, looting and murder within the city of New Orleans.

Investigations after the disaster revealed that the levee and flood wall system was apparently mis-designed by the Army Corps of Engineers, and that the inspections by the board were perfunctory at best. As of December 2005, legal investigations of possible criminal negligence are ongoing.
