Moped has a legal maximum speed limit of 30 MPH ,and less than 50 cc of engine capacity. What you are looking for is Scooter or motorcycle. You need driver's license for that.
You have many choice for Moped with $ 1,100.00 . There are no new 200cc scooter in the market at this point with your budget.

I agree with a prior answer that a 200 cc moped is an oxymoron--
I recently saw a used 1987 250cc Honda Elite for sale in SF CA for ~$900 recently on Craigslist, just about right for you.
Used scooters i would guess to be better than those new Chinese scooters being sold mail-order in that price range, from a dealer in SoCal. The current opinion is that they are mostly POS, throw-aways after a year.
