After I use the pen tool, and connect all the vertices together around the part of the picture I want, how do I turn it into a selection? I want to make everything black and white but this, and I can't figure it out.

Only have Pro 7 so could be wrong, haven't tried something like that for awhile, but... Do it (your pen tool work) on a layer first. Then convert original to B&W. Then merge the (still colored) layer with the original.

One way you could do it is by turning the saturation all the way down as far as it will go. Once whatever you circled is in the dotted lines just desaturate it.
I use PSP 9 so it might be a little different but it's like this for me:
open the menu: Adjust - Hue and Saturation - Hue/Saturation/Lightness.
Then just pull the saturation tab all the way down.
