I have tried downloading it from microsoft but it seems to fail during download ,is there any safe places to download it from?

just skip to service pack 2. It includes all of service pack1 and then some. Although whenever I download service pack 2 from MS it is corrupt as well. I google "service pack 2" and get it from the second or third link.

Service packs are cumulative - so Service Pack 2 has everything Service Pack 1 does and more.
You can download the COMPLETE Service Pack 2 file from http://www.microsoft.com/downloads/details.aspx?FamilyId=049C9DBE-3B8E-4F30-8245-9E368D3CDB5A&displaylang=en
But you should use http://Windowsupdate.microsoft.com if at all possible (make sure your system's date and time are correct - if they are very off, that might be why Windows Update fails)

If you can't download it you can request a disk from Microsoft if you have a legal copy of their software...
Before you do that try downloading and installing it ONE MORE TIME using the directions here:
