Many herbs will grow like this with age like time oregano basil and so on because you use the leaves and not the stems.Rosemary is the one that comes to mind that you can use the stems to skewer food with.With chives it is a flower stem,if you let the chives flower cut the booms off and put in some olive oil which will give you a garlic or onion flavor depending on what variety you have

Which herb you are talking about? Is it Chives? Mine does, too. It's just a spent flower stem. You must've seen a pinkish flower on top of this stick.
