I believe one can respond to a question with a question, but it would not be considered an answer. An answer is a statement directed towards solving the problem of the question.

Theoretically,yes, but according to Yahoo Answers guidelines,if something is not an "answer" then it is not appropriate in response to a "question". Sometimes people will ask a question in response to a question to make you think or to help you look at the question from a different perspective.

Sure! It's the Socratic Method.
Socrates was an ancient philosopher and teacher who encouraged his students to question with questions.
But, personally, I don't think you'd actually be able to get anywhere that way. Everyone would just be pondering, you know what I mean?
