The powers and influences that control the government that leads to these powers benefit by the sale, or celebration of said holiday. If considered a feasible, which includes kick-backs to the implementors of said holiday, and it is considered a holiday that may stimulate spending within the economy, it is usually a go.

The people's celebrations start out as traditions and are eventually commandeered by the government. Halloween for instance was totally informal when I was a kid. It was October 31st, no matter what day of the week it fell on. We would go the night before too and call it beggar's night or devil's night. Now not only does local governments dictate what day it will be, it also tells you what time it starts and ends. Police will tell you to get home if they see you out past the approved time. It disgusts me.
