Sandy, first of all, a "transvestite" and a "transsexual" are NOT the same thing. A "vestige" is a garment. The term refers to those who dress like the opposite gender. Just about 98% of women are transvestites, but no body sees that. Jeans weren't originally meant for women in the first place.
Now, on to the question. You're asking basically about an INTERSEXUAL. I hate the term "hermaphrodite". It's like calling a Lesbian "DYKE" or a Gay man "FAGOT". Not all intersexuals have both parts, for starters. In fact, the RAREST kind of intersexual is one with both parts. And surgery is NOT a "cure".
In answer to your question: Yes, a transvestite can have sex with themselves. Ever heard of masturbation?

No, First Transvestite is an antiquated term referring from anything from a cross dresser to a post-op transgendered, and beyond. I believe the term you are looking for is Hermaphrodite, someone is born with both genders. Technically that person could, although the issue is usually repaired with surgery shortly after birth.
