The penis is comprised of muscle (flesh), blood vessels such as veins and capillaries, specialized tubes for urine and semen, skin, and lots and lots of nerve endings. The genitalia (either gender) have some of the largest concentrations of nerves on the human body.
Also, the penis technically extends into the body. The other 'end' is the prostrate located right next to the colon.

its both. its made up of blood vessels and its a muscle. the blood vessels help with the bloods circulation which helps it "stand up" or be hard. it has a shaft, a head, and a scrotum sack (balls). the shaft is the long part of the penis that gets hard. the head is at the top of the penis and to me it resembles sort of a mushroom. the scrotum sack, or balls, are at the bottom, and are in what looks like a sack. its where all the sperm is made. hope this helps :D
