It's a question of moving the decimal point right or left. This is metric so everything is in multiples of 10. You are either dividing by multiples of 10 or multiplying by multiples of 10 to find these answers. You first need to find out the basic unit break down. I'll give you ONE to get you started. Part of learning and improving this and NOT failing math is learning it for yourself so you can do it again correctly without someone just doing it for you.
KILO means 1000. If there are 1000 meters in 1 kilometer, how many meters are in 15 kilometers? Simple multiplication!

Check out this table:
1. Kilo - means thousand (1000) - that's the "k"
2. Hecto - means hundred (100)
3. Deca - means ten (10)
4. UNIT (1)
5. Deci - means one-tenth (1/10) - that's the "d"
6. Centi - means one-hundredth (1/100) - that's the "c"
7. Milli - means one-thousandth (1/1000) - that's the "m"
Look at letters. The first letter is like a measure from the table (kilo, centi, ...), the second letter is the unit (like grams, meters, litres). So 1 km = one "kilo" "meter" = 1000 meters.
Looking back at the table, you can move the decimal point one place to the left or to the right for every step up or down in the table.
For example,
15km - this is 15 kilo meters.
To get to meters, you have to go down 3 steps in the table from kilo (#1) to UNIT (#4) (just meters).
Three steps down the table means moving the decimal point to the right by three places (or just add three zeros).
So, 15km = 15000m (I just added 3 zeros).
To go from 15km to __ cm, you have to go down 5 steps in the table, so 15km is 1500000cm.
Here's another:
165mL = ___ L
To go from milli to UNIT (just the litre), you have to go three steps UP the table. So you move the decimla point to the left (if you don't see a decimal point, assume that it is to the right of the last number).
So, 165mL = 0.165 L (the decimal point started on the right hand side of the number 5, I moved it 3 steps to the left)

You have to learn the meaning of the metric prefixes.
kilo = 1000
centi = 1/100 = .01
milli = 1/1000 = .001
So a kilogram is 1000 grams. A milligram is .001 grams.
15 km = 15 * 1000 m = 15000 m
165 ml = 165 * .001 l = .165 l
251 g: this one is a little harder. Turn it around:
x mg = x * .001 g = 251 g
x = 251/.001 g = 251,000 g. If you think about it, it should make sense. There are 1000 mg in a gram, so there are 251,000 mg in 251 grams.
Can you get the rest of them from there?
