Also, how do you go about this process? Can it be done online, or if not, what government agencey (?) do you have to talk to/register with?

Funny story. Parents often mix up the names of their children. Well my mom goes to the social security office to get my brother a new social security card. Lets say his name is Michael Timothy Oswald and mine is Lee Harvey Oswald. She comes back with a card that says Michael Harvey Oswald. Don't try this though.

In many states (and at common law), you can use any name you want, as long as it is not for a criminal purpose. No court. No city hall (which wouldn't work anyway).

Social Security will not change your name without a court order changing it. The fee varies quite a bit, but some lawyers don't charge much, unless you're a Rockefeller or Kennedy!

Name changes are done by court order.
Easiest way is to call an attorney.
The state court, not city or county, in most states.
Do an internet search, I believe there are several sites that have the forms available, for a fee.
