My attorney has charged around $7K to remove a false lien. I heard the average costs would've been around $1500 (in SF, CA)...

It was clearly a false lien (no attached documentation and no basis) and claimed that it would've only taken a month. However, 10 months later, and a lot of calls to him to focus on my case. We finally gotten the case cleared....
Do I have the basis to sue or get a judgement against the attorney?

It depends upon the jurisdiction, and the laws in that area. You'd also have an interesting time examining whether you can recover from the person or company that applied the lien to oyur property.

I got a real lien (that I still owed money on) removed for $500 in Tn. The builder skipped town on a lot of other people (and my warranty issues), so I couldn't pay him if I wanted to.

If you don't think that he earned his money, go to the Bar Association. If he's a crook, they'll lean on him to give you some money back.

I don't think there is anything you can do. That's just an attorney for you.
