Warrants are lifted depending upon the discretion of the court. There are valid reasons such as the outcome of the trial, if the evidence is strong or if the dependant or his counsel never asked for the withdrawal of the warrant.

Warrants are never lifted off as you so eloquently stated, turn yourself into the nearest law enforcement officer, pay the penalty and then stay out of trouble. Do you understand me!

Warrants are forever until you pay them or get arrested. Your best bet? Don't get in trouble in the first place.
