It's like a marriage with no divorce, till death do us part. Go to a lawyer, or if you can't afford one find a legal service, and ask what he or she can get you if you turn yourself in. The punishment will be much better than if the police catch you.

It will never be inactive as long as the person named in the warrant has not been arrested. Warrants do not just go away. I've read of cases where a warrant was issued 30 years earlier, and after being stopped for a minor traffic offense, the warrant info was still on that persons record and they were arrested on the spot.

Warrants are good until the court lifts them. As far a a statue of limitations, that is the time allowed to start legal proceedings. If a warrant has been issued, legal proceedings have been started. There is no limit on haw long they can continue.
