My girlfriend's mom is threatening to send her to juvenile hall because they don't get along. She does nothing wrong. She doesn't drink or do drugs. She does very will in school, and she stays out of trouble. She does nothing wrong at home either.

Can she legally do that?
If not, what is the most her mom can do?

The parents can't, technically, send her to juvenile detention. What they can do, however, is contact the probation office and have a petition alleging delinquency filed on a charge of being incorrigible. If the judge believes that the juvenile is incorrigible, she could be placed into detention. This is unlikely to happen, however. If she is found to be incorrigible, she'd probably be put on probation for 6-9 months, which would end up costing the parents about $300-$500.

Legaly parents can't send kids to juvie. What they can do depends a lot on the age and state. Much past age 16 they can send them packing.
