No they can not be. Rule 14 (d) stops that. It says that: No playing Coach or playing Manager or goalkeeper shall be permitted to act as Captain or Alternate Captain.
Habitant is correct there have been 3 goalie captains in history but it can't happen now.

NO! they had only 3 goalie captains in NHL history and that stopped way back in the 40's and Bill Durnan of the Montreal Canadiens was the last goalie to wear a C. they are not allowed to where the C because they cant go past the red line (center ice).

Goalies used to be allowed to be captain. But then there was a team that told their captain (the goalie) to keep consulting and questioning the referee. Since the goalie needed to skate out of the crease to the ref, this gave time for the other players to rest and the coach to talk some strategy. The other teams complained about it, so they made a new rule that goalies can't be captain. If goalies were captains, then Martin Brodeur and Dominik Hasek would be captains of their teams.

No, goalies cannot be captain because they cannot leave the crease to go talk to the ref. It has nothing to do with the rest of the players getting a rest as hockeycrazy99 said. They get a rest any time the captain is talking to the ref. The captain can't be talking to the ref if the game is going on.

No, because the captain often needs to be able to conference with the referee and the goalies cannot cross the line.

A goalie cant be a captian because they cant go over the red line unless they are goint to the bench for an extra skater.

They CAN be but never are because there's no guarantee they're going to play every night. They have enough to worry about.
