Appropriate topics depend on your age and audience...maybe you could do something kinda different, like persuade people to take a year off to travel after high school or change all stop signs to yield signs....should be something you are interested in and you can develop arguments about! If you do want a "heavy" topic, tackle the welfare system, volunteerism, mandatory bussing to integrate schools, affordable housing, living wage, flat tax, steeper penalties for animal cruelty or child abuse, etc. You could go lighter and eliminate fees for museums or zoos, promote writing or keeping a journal, adopting, watching a particular movie or show, studying history, why cats are better than dogs, free lunch at school, etc. Good luck! :)

Start thinking about things that make you mad. Why do they make you mad? Can you think of anything that can be done about them? Can you explain them to someone else and make them mad too? If so, you're well on the way to writing your speech.

Well there's always gun control and abortion that people are adament about..

BUT if you are not allowed to do that, try immigration or other topics that you can take a stance on.
